This is the claim that most dealerships would not have written. At $123 the internal argument writes itself: the time it takes to prepare, code, and submit it is worth more than the money coming back, so it goes on the pile and the pile never gets worked.

Deep-puddling is punishing, wet work and the failures it produces are individually small. A dealership serving paddy customers sees a lot of them.

Nothing about this claim is technically difficult. The difficulty is entirely economic, and it only exists when the person filing is also the person who could be doing something more valuable. Outsourcing changes that arithmetic rather than the claim.
